More than 360 millimeters of rain fell in parts of the prefecture within 24 hours, overwhelming drainage systems, flooding homes and roads and cutting electricity to tens of thousands of households.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Japan Meteorological Agency issued its highest level heavy rain warning for parts of Chiba for the first time, reflecting the severity of the conditions. Although the warning was later downgraded as rainfall eased, authorities continued to warn of flooding and landslides.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among those affected were travelers caught in the middle of one of Japan&#8217;s busiest holiday periods. About 7,000 people were reportedly stranded overnight at Narita airport after train services connecting the airport with Tokyo were suspended. Japan&#8217;s Ground Self Defense Force evacuated about 4,000 people who had been stranded for hours at Soga train station, while hundreds sought shelter at the Chiba prefectural government building. Rail services began to resume gradually Friday, although significant delays remained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rain also caused widespread power failures. More than 22,000 households were still without electricity Friday morning after outages peaked at a much higher level during the storm. More than 80 homes were reported flooded, while hundreds of thousands of residents were advised or ordered to move to safer areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deaths occurred in several parts of Chiba. Authorities reported victims in flooded areas, including people found in or near submerged vehicles. One person was also reported missing as emergency crews continued search and rescue operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disaster highlights Japan&#8217;s long-standing vulnerability to floods, landslides and extreme rainfall. The country regularly experiences powerful rainstorms during its summer rainy season and typhoon period. Chiba City recorded more than 115 millimeters of rain in a single hour, while other locations also registered exceptionally high hourly totals. Such intense downpours can overwhelm urban drainage systems within a short period and rapidly turn roads and low lying areas into dangerous flood zones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities urged residents to remain alert even as the worst of the rain subsided, warning that swollen rivers and unstable slopes could continue to pose risks. Emergency personnel and soldiers were deployed to assist with evacuations and relief efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disruption came during Japan&#8217;s Bon holiday period, when millions of people traditionally travel to visit family members and honor deceased relatives. The timing added to the pressure on transport networks already struggling with flooded roads and damaged rail lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air operations at Narita continued, although some flights experienced delays.
