FTSE Russell confirmed Thursday that the reclassification from “unclassified” to “frontier market” will take effect when markets open that day.

The decision follows an additional review of Nigeria’s stock-market settlement system after the country moved to a T+1 cycle on June 1. T+1 means that shares and money must be exchanged one business day after a trade, rather than two days later. FTSE Russell had raised concerns that the faster timetable could effectively force foreign institutional investors to fund transactions in advance. After consultations with Nigerian regulators and market participants, however, the index provider said no significant settlement, operational or funding problems had been observed.

Nigeria’s Securities and Exchange Commission has also said foreign portfolio investors are not required to prefund trades, although brokers and other market operators must ensure money is available by the settlement deadline. Regulators say the faster system is intended to reduce settlement risk, improve liquidity and bring Nigeria’s market infrastructure closer to international standards.

A frontier market generally refers to an investable stock market that is smaller, less liquid or less developed than markets classified as emerging or developed. Inclusion matters because many global investment funds use FTSE Russell indexes to decide which markets and companies they can track or invest in. Nigeria’s return therefore opens the possibility of renewed foreign portfolio investment, although reclassification alone does not guarantee large capital inflows.

Nigerian Exchange Group Chief Executive Temi Popoola welcomed the decision but said the country must turn greater international attention into lasting investment. “This is an important moment for Nigeria’s capital market,” Popoola said. He said the objective should be to convert the increased visibility into “broader participation, deeper liquidity and more capital for Nigerian businesses.”

The return marks a significant reversal from September 2023, when FTSE Russell removed Nigeria from frontier-market status and classified it as unclassified. At the time, international investors had reported persistent difficulty obtaining foreign currency and repatriating proceeds from Nigerian investments. FTSE Russell said those problems prevented investors from reliably entering and exiting the market at usable exchange rates.

Nigeria was later placed on FTSE Russell’s watch list for possible reinstatement after conditions in the foreign-exchange market improved. In its April 2026 review, FTSE Russell said market participants reported that foreign-exchange queues had been cleared and international investors were no longer experiencing material delays in repatriating capital. Nigeria consequently met the five quality-of-market requirements needed for frontier classification.

Those improvements followed a series of currency and monetary reforms under President Bola Tinubu’s administration and the Central Bank of Nigeria. The central bank said in 2024 that it had cleared its verified foreign-exchange backlog after paying outstanding obligations, addressing one of the major concerns repeatedly raised by overseas investors.

The Nigerian market nevertheless remains exposed to risks that international investors closely monitor, including currency volatility, inflation, liquidity and the consistency of economic policy. Frontier markets can offer faster growth and attractive valuations, but investors generally regard them as carrying greater financial and political risks than established emerging or developed markets.

FTSE Russell said indicative files for its September 2026 Frontier Index Series review, incorporating Nigeria’s reclassification, are scheduled to begin publication Sept. 2. The final change will take effect Sept. 21, allowing eligible Nigerian companies to return to FTSE frontier indexes.

Nigeria’s re-entry also comes as other markets shift within FTSE Russell’s global classification system. Greece is scheduled to move from advanced emerging to developed-market status on Sept. 21, while Vietnam is moving from frontier to secondary emerging status. Such classifications are closely watched because FTSE Russell benchmarks are used by asset managers, exchange-traded funds, banks and institutional investors around the world.

For Africa’s most populous country, the September return will be an important test of whether reforms to foreign-exchange access and market infrastructure can translate into sustained foreign investment rather than a temporary rise in investor attention.

LAGOS, Nigeria — Nigeria will return to FTSE Russell’s frontier-market classification on Sept. 21 after nearly three years outside the global index category, a move expected to increase the visibility of Nigerian stocks among international fund managers and index-tracking investors.
