People familiar with the company’s position say Dangote is worried that some marketers may be mixing imported fuel with locally refined petrol before selling it to consumers.

No marketers have been publicly named, and the allegations have not been independently confirmed. Still, the concern appears to be that fuel sold under the Dangote name could be altered after leaving the refinery, making it difficult for consumers to know exactly what they are buying.

The issue has become more sensitive as petrol imports have increased in recent months despite the rise in domestic refining capacity. Industry data cited by business groups show that imports have climbed sharply, even as Nigeria tries to reduce its long-standing dependence on fuel brought in from overseas.

That dependence has frustrated Nigerians for years. Although the country is one of Africa’s largest crude oil producers, weak performance at state-owned refineries forced it to export crude oil and spend billions of dollars importing refined petrol, diesel and other products.

The Dangote refinery was built in part to change that picture. The massive facility near Lagos began operations in 2024 and later started producing petrol, raising hopes that Nigeria could finally meet more of its own fuel needs and eventually become a major exporter of refined petroleum products.

Supporters of local refining say continued large-scale imports could undermine that progress. Muda Yusuf, chief executive of the Centre for the Promotion of Private Enterprise, has argued that imports should mainly be used to cover genuine shortages rather than compete unnecessarily with available local supply.

Yusuf has also cautioned that protecting local refining should not create a monopoly. He has called for stronger regulation, clearer information on domestic fuel supply and safeguards to prevent excessive pricing or market abuse.

For motorists, the wider argument is less about industry rivalry and more about cost, availability and quality. Nigerians have faced repeated fuel-price increases since the government removed the petrol subsidy in 2023, and many households now spend far more on transportation, generators and daily business operations.

Any decision by Dangote to limit sales to fuel importers would therefore be closely watched by marketers, regulators and consumers. The outcome could determine not only how much imported petrol remains in the market, but also how competitive Nigeria’s fuel sector becomes as local refining takes on a much larger role.

Dangote Petroleum Refinery is considering restricting petrol sales to major marketers that continue to import fuel, a move that could deepen the debate over how Nigeria should balance local refining with continued dependence on imported petroleum products.
