Political divisions, unresolved territorial disputes and disagreements over the implementation of the 2022 accord have continued to challenge efforts to rebuild trust between former enemies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pretoria Agreement, signed Nov. 2, 2022, by Ethiopia\u2019s federal government and the Tigray People\u2019s Liberation Front, or TPLF, ended two years of intense fighting. The African Union-mediated agreement called for a permanent cessation of hostilities, disarmament of Tigrayan forces, humanitarian access and the restoration of services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conflict erupted in November 2020 after relations deteriorated between Prime Minister Abiy Ahmed\u2019s federal government and the TPLF, which had dominated Ethiopia\u2019s political system for decades. The war caused widespread destruction, displaced millions and created a major humanitarian crisis, making the Pretoria deal a significant diplomatic breakthrough for Ethiopia and the wider Horn of Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although large-scale fighting stopped, the agreement did not resolve several of the conflict\u2019s underlying disputes. Questions surrounding contested territories, the return of displaced people, political authority and the full implementation of security provisions have continued to fuel tensions. The TPLF has accused federal authorities of preparing for renewed conflict, while Ethiopian authorities and other actors have raised concerns about developments within Tigray, including alleged recruitment and military mobilization. The competing claims underscore how fragile the peace remains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">International partners have urged the parties to return to dialogue and fully implement the Pretoria Agreement. The United States and European Union have expressed concern over the rising tensions and emphasized that renewed fighting could reverse the gains made since 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Tigray\u2019s population, the stakes remain high. Communities are still recovering from the consequences of the war, while questions over displacement, reconstruction, livelihoods and accountability remain unresolved. A return to large-scale conflict could deepen humanitarian needs and further destabilize a region already affected by insecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The developments in Tigray are therefore being closely watched beyond Ethiopia\u2019s borders. The Pretoria Agreement demonstrated the potential of African-led diplomacy to end a major conflict, but its long-term success will depend on whether former adversaries can resolve outstanding political and territorial disputes through negotiation rather than confrontation.
