The meeting focused on improving relations between lawyers and the police and reducing confrontations between the two professions.

In the video, Disu acknowledged that Nigerians have a right to record police officers performing public duties but argued that the right should be exercised responsibly. He said some officers felt unsettled after a recent court judgment affirmed the public’s right to film police activity, describing indiscriminate recording as “very, very demoralising.”

The police chief said his concern was particularly directed at people who record officers simply to create social media content. He pointed to officers stationed at checkpoints, highways and isolated areas, saying many work under difficult and potentially dangerous conditions and should not automatically become subjects of ridicule or entertainment.

Badejo Okusanya offered a different perspective. While acknowledging that officers are entitled to privacy when they are not carrying out public duties, she defended citizens’ ability to record law enforcement activity. “We should not be afraid of being transparent in the lawful execution of our duties,” she said.

The NBA president pointed to the use of police body cameras in countries such as the United States, where recordings are intended to improve accountability and provide an independent record of encounters between police and members of the public. She said Nigeria should focus on defining reasonable limits rather than discouraging legitimate recording altogether.

The dispute follows a March ruling by the Federal High Court in Warri, Delta State, which affirmed that Nigerians may record police officers carrying out duties in public, including during stop and search operations. Justice Hyeladzira Nganjiwa also ruled that officers should display visible identification and should not harass, arrest or seize the devices of people lawfully recording them.

NBA President Oyinkansola Badejo Okusanya

The case was brought by lawyer Maxwell Nosakhare Uwaifo after an encounter with police officers during a journey between Benin and Warri in 2025. The court awarded him 5 million naira in damages and 2 million naira in legal costs. Uwaifo later described the ruling as significant for police accountability and citizens’ constitutional rights.

The judgment initially received support from within the police itself. Anietie Iniedu, head of the Police Complaint Response Unit, said in April that the ruling could improve policing in Nigeria, suggesting that greater scrutiny could encourage officers to follow professional standards.

Civil rights advocates have also entered the debate. The Security Situation Room said Nigerians have a legal right to document officers performing public duties and argued that police conduct on roads, highways and other public places should remain open to public scrutiny. The group maintained that filming officers should not result in intimidation, arrest or confiscation of recording devices.

Nigerian police officers at a checkpoint while a citizen records with a phone

The issue is not entirely new. In 2023, the Nigeria Police Force publicly stated that photographing or filming officers on duty was not an offence.
