Beginning Monday, ordinary Nigerians can also become shareholders in the massive industrial project after Dangote Petroleum Refinery opened a 2.15 trillion naira initial public offering, the largest share sale ever attempted in Africa.

The company is offering 4.1 billion ordinary shares at 525 naira each, with the offer scheduled to remain open until Oct. 13. If fully subscribed, the sale would raise about 1.6 billion dollars. The company could raise more if demand exceeds the initial offer and an additional-share option is exercised.

The IPO has been deliberately structured to attract ordinary investors, not only banks, pension funds and other large institutions. Nigerians can subscribe for as few as 10 shares, costing 5,250 naira, and the shares can be purchased through approved digital investment platforms. That relatively low entry point could bring thousands of first time investors into Nigeria’s stock market.

For Aliko Dangote, the offering represents a major change in ownership of an industrial project that has largely remained privately controlled. He has described the IPO as an opportunity for Nigerians to move beyond simply buying petroleum products and instead own a stake in the company producing them.

The refinery, built at an estimated cost of about 20 billion dollars outside Lagos, began operations in 2024 and has since reshaped Nigeria’s petroleum market. It currently processes about 700,000 barrels of crude oil a day and supplies most of the petrol produced domestically in Nigeria. Dangote plans to double capacity to 1.4 million barrels per day by 2029.

The company has also reported a dramatic improvement in its finances. The refinery posted about 1.82 billion dollars in after-tax profit during the first half of 2026, after recording a loss the previous year. Rising international fuel demand, including disruptions associated with conflicts in the Middle East, has helped boost demand for its products, including aviation fuel sold in Africa and Europe.

The scale of the refinery has persuaded some Nigerians that the shares are worth buying. Lagos businessman Chris Chijioke told Reuters he planned to purchase 2,000 shares because of the refinery’s size and Dangote’s record as an entrepreneur. But he also questioned whether 525 naira per share was too expensive, particularly if the planned expansion suffers delays. “I personally think it is overvalued,” he said.

Another prospective investor, journalist Ibrahim Abubakar, said he planned to buy about 2,850 shares, expressing confidence in the refinery’s importance to Nigeria’s economy. His view reflects a wider optimism among some retail investors who see the refinery as a strategic business with an unusually large domestic market.

Market professionals are also urging investors to look beyond petrol. Stockbroker Muktar Mohammed said the refinery’s diesel, aviation fuel and international sales could provide significant growth opportunities. He also expects the IPO to bring a new generation of Nigerians into the stock market, including younger investors who have never owned shares before.

But analysts say excitement around the Dangote name should not replace careful consideration of the risks. Investors will have to assess the refinery’s valuation, access to crude oil, foreign exchange exposure, refining margins and the huge cost of expanding capacity. The IPO price does not guarantee that the shares will remain at 525 naira when secondary market trading begins.

The offering comes at a symbolic moment for Nigeria. A country that for decades exported crude oil while importing large quantities of refined fuel now hosts one of the world’s biggest refining complexes. The refinery’s public listing means Nigerians who once experienced that contradiction mainly at petrol stations can, for the first time, directly own a small piece of the business attempting to change it.

Whether the IPO ultimately rewards investors will depend on profitability, management, oil markets and execution of Dangote’s ambitious expansion programme. But its sheer size ensures that the offering will be closely watched far beyond Nigeria, both as a test of investor confidence in the country and as a landmark moment for Africa’s capital markets.

LAGOS, Nigeria — For years, millions of Nigerians have known the Dangote name from bags of cement, sugar and, more recently, petrol stations supplied by Africa’s biggest refinery.
