The Independent National Electoral Commission (INEC) has commenced a review of questionable voter registration records following the discovery of suspicious photographs believed by some observers to have been generated using artificial intelligence. The images appeared in the preliminary register published on the commission's website on Monday, October 26, prompting widespread concerns about the accuracy and credibility of voter records ahead of Nigeria's 2027 general elections. INEC confirmed on Tuesday, October 27, that it was investigating the photographs and examining possible technical or procedural irregularities. The electoral body assured Nigerians that verified inaccuracies would be addressed before the final register is certified on December 15, 2026. Channels Television +1 The commission's National Commissioner and Chairman of the Information and Voter Education Committee, Mohammed Kudu Haruna, disclosed the development in an official statement responding to reports circulating on social media. Haruna explained that the preliminary register uploaded online was the same document physically displayed at registration areas nationwide between October 9 and 15. According to him, the display formed part of the statutory exercise allowing citizens, political parties and other stakeholders to examine voter records and raise objections about questionable entries. He confirmed that some irregular records had already been identified during the physical inspection, prompting the commission to begin reviewing them before the matter attracted wider public attention. cfr.org Public inspection of voter records allows Nigerians to identify registration errors and report questionable entries before the register is finalised.Public concerns intensified after screenshots of the online register circulated across social media platforms, showing photographs that some users considered unusual or potentially computer-generated. Reports identified entries associated with a polling unit in Etsako West Local Government Area of Edo State among those attracting scrutiny. Questions were raised about whether the images accurately represented registered voters and how they entered the commission's database. However, INEC has not established that the photographs were created using artificial intelligence or that the records resulted from deliberate manipulation. The commission said determining their origin would require further technical examination and verification of the registration information. TheCable Haruna explained that the register published online represented the original preliminary database and did not incorporate every correction already being processed by electoral officials. This distinction is important because the document is intended for public examination rather than immediate use as the final certified list of eligible voters. The commission maintained that the display process was specifically designed to expose inaccuracies, allow legitimate objections and support corrections before certification. Consequently, the presence of questionable records in the preliminary publication does not necessarily mean they will remain in the final register. Nevertheless, the development has increased expectations that INEC will demonstrate how the irregularities occurred and what measures are being taken to prevent their recurrence. INEC relies on digital registration equipment and biometric information to document voter identities and maintain electoral records. The commission confirmed that its investigation would examine whether technical faults, administrative errors or procedural shortcomings contributed to the appearance of the suspicious photographs. This could involve reviewing the relevant registration records, checking captured identification information and determining whether established procedures were followed. However, INEC has not publicly announced the number of affected entries, identified individuals responsible for any irregularities or established that its registration system was compromised. Haruna said the commission would take appropriate action based on verified findings rather than unconfirmed allegations. The ongoing review is therefore expected to distinguish genuine registration mistakes from any irregularities requiring additional investigation or enforcement action. The controversy comes at a sensitive period in Nigeria's preparations for the 2027 elections, when confidence in voter registration remains an important element of electoral credibility. An accurate register is necessary to ensure eligible citizens can vote while reducing the risk of duplicate, fictitious or otherwise invalid entries. Errors involving voter photographs can also create difficulties during identity verification, particularly where election officials rely on biometric information to authenticate voters. Electoral stakeholders have consequently emphasised the importance of protecting registration data, maintaining consistent verification standards and ensuring that reported anomalies receive careful examination. The challenge facing INEC is to correct legitimate errors without wrongly excluding qualified voters from the electoral process. Biometric voter accreditation technology is among the tools used by INEC to verify voter identities during elections. The controversy has also renewed discussions about the growing influence of artificial intelligence on election administration and public information. AI technology can generate realistic human faces, manipulate photographs and produce misleading digital content, creating new challenges for institutions responsible for maintaining reliable identity records. Nevertheless, an unusual photograph alone does not establish that artificial intelligence was used or that electoral fraud occurred. Independent technical examination remains necessary to determine whether suspicious images originated from automated generation, ordinary image processing, database errors or other causes. Election observers and technology specialists have therefore encouraged evidence-based investigations, secure data management and greater transparency in the handling of digital electoral information. Nigeria has previously faced disputes over the accuracy of its voter register. Ahead of the 2023 general elections, INEC conducted a nationwide display of preliminary voter records and implemented procedures for identifying multiple registrations and other irregularities. The commission also relied on the Bimodal Voter Accreditation System to strengthen voter identity verification during polling. Although the introduction of biometric technology represented an important development in election administration, controversies surrounding election results and the performance of technological systems demonstrated that public confidence depends on more than the availability of digital equipment. The latest investigation highlights the continuing need for reliable voter data, effective safeguards and transparent electoral processes. x.com INEC faces increasing public scrutiny as preparations continue for the 2027 general elections.INEC has welcomed the involvement of citizens and stakeholders who identified questionable records, describing public scrutiny as an important contribution to improving the register's accuracy. Under Section 19 of the Electoral Act 2026, the display, claims and objections process provides an opportunity for registration information to be examined before the final list is certified. The commission's response acknowledges the concerns raised while maintaining that the review process is functioning as intended. However, the effectiveness of that explanation will depend on whether the investigation produces clear findings and whether corrective measures are implemented consistently. Publishing the number and categories of verified irregularities, without exposing unnecessary personal information, could help reassure voters and political stakeholders about the integrity of the registration process. As of October 28, 2026, INEC has confirmed that the investigation into suspicious photographs and questionable registration records is ongoing. The commission has set December 15, 2026, as the scheduled date for certifying the final register and has promised to complete the necessary verification, adjudication and data-cleanup procedures before that deadline. No official finding has yet established that the disputed photographs were generated using artificial intelligence, and the number of affected voter records remains undisclosed. For Nigerians preparing to participate in the 2027 general elections, the outcome of the review will be an important measure of INEC's ability to detect errors, safeguard voter information and maintain public confidence in the electoral process.
