The Nigerian Bar Association (NBA) Minna Branch has expressed concern over the excesses of vigilante groups in Niger State, calling for training on rules of engagement and best practices. The NBA Chairman, Isyaku Barau, made the remarks during a visit to the Commissioner of Police, CP Adamu Abdullahi Elleman, in Minna. Barau commended the police for their efforts in tackling thuggery but emphasized the need for oversight on vigilante groups to prevent human rights abuses.
Barau stressed the importance of enlightening and training vigilante groups on rules of engagement in line with best standard practices and the rule of law. “These non-state actors should be trained to operate within the bounds of the law, respecting human rights and avoiding arbitrary actions,” he said. The NBA Chairman’s concerns highlight the potential risks associated with vigilante groups and the need for effective oversight to prevent abuses.
During the visit, Barau also discussed ways to strengthen police-lawyer relations and provide further training for investigating officers. He praised the command’s former legal officer, CSP Jude Akaeze, for his contributions to prosecuting cases and recommended that the police continue to maintain positive representation. The NBA Chairman emphasized the importance of effective exhibit management in the prosecution of cases, suggesting that officers with the requisite expertise be assigned to handle that unit for better performance.
In response, CP Elleman assured the NBA of his commitment to upholding human rights and pledged to work closely with the association. He recognized the importance of continuous training for personnel and highlighted his ongoing collaboration with the Attorney-General’s office to retain police lay prosecutors due to the scale of prosecution responsibilities. The police commissioner emphasized that the safety and security of citizens would be prioritized while ensuring that human rights are respected.
The visit demonstrates the importance of collaboration between the police and the NBA in promoting security and upholding the rule of law.
