Akwa Ibom State Governor, Umo Eno, has promised to increase the annual bursary for eligible students of Akwa Ibom origin attending public tertiary institutions from N50,000 to N200,000 if he is re-elected for a second term in the 2027 governorship election. The governor also proposed a higher annual payment of N250,000 for students studying Medicine, Law and Engineering. He made the announcement on Wednesday, October 28, during a fireside chat at the Ibom Ignite 2026 Conference held at Ibom Hall in Uyo, the state capital. Eno explained that the proposed increase would take effect following his inauguration for another term on May 29, 2027, if re-elected, and would help students meet the growing cost of tertiary education.
The governor said the proposed increase was informed by his administration’s assessment of the financial challenges confronting students, particularly those from low-income households. He recalled that the state had raised its annual bursary to N50,000 and maintained that additional support would be necessary to help young people cope with tuition fees and other academic expenses. According to Eno, his personal experience growing up in a financially disadvantaged background influenced his commitment to expanding educational opportunities. The proposed N200,000 bursary would represent a fourfold increase over the current N50,000 rate, although the higher payments remain a future policy commitment rather than an approved disbursement under the existing programme.
Governor Umo Eno says the proposed bursary increase is intended to ease financial pressure on students from disadvantaged backgrounds.
Under the proposed arrangement, students enrolled in Medicine, Law and Engineering programmes would receive N250,000 annually, while other eligible students in public tertiary institutions would qualify for N200,000. The special allocation for these professional courses was confirmed in the state government’s account of the conference. The proposed payments are intended to assist with tuition and educational expenses, but they should not be interpreted as automatic or unconditional grants to every student. Eligibility would still depend on the rules governing the bursary programme, including verification of Akwa Ibom origin and enrolment in recognised public institutions. The administration has not yet published a complete operational framework for the proposed higher rates.
The bursary initiative forms part of the administration’s wider educational development programme under the ARISE Agenda. The existing scheme provides financial assistance to eligible Akwa Ibom students studying in public tertiary institutions across Nigeria, rather than only those attending schools within the state. Applications are managed through an online bursary portal that supports registration, verification and payment into successful applicants’ bank accounts. The government states that applications are free and that the system is intended to improve transparency and reduce the need for intermediaries. The proposed increase, if implemented, would build on this existing administrative structure, although details of future funding, payment schedules and application procedures have not yet been announced.
Students in public tertiary institutions, including universities and polytechnics, are among those covered by Akwa Ibom’s bursary programme.
Governor Eno also reaffirmed his administration’s commitment to sustaining free and compulsory education at the primary and secondary school levels across Akwa Ibom State. He explained that supporting students through different stages of their education remains an important component of the government’s development priorities. While basic education policies are intended to reduce financial barriers for younger learners, the bursary programme specifically targets students pursuing higher education. The government views both interventions as complementary measures for improving educational access and developing the state’s human capital. However, the long-term effectiveness of the policies will depend on consistent funding, school infrastructure, teaching quality and the timely delivery of promised financial assistance.
Speaking during the youth-focused conference, the governor also addressed entrepreneurship and business development, urging beneficiaries of the N50 million Ibom Ignite business grant to invest the money responsibly. He described the funds as seed capital intended to help young entrepreneurs establish, sustain and expand businesses rather than finance personal consumption. Eno encouraged recipients to demonstrate financial discipline and focus on activities capable of generating long-term income. The grant announcement highlighted another component of the state government’s youth development strategy, which combines educational assistance with skills training and enterprise support. Unlike the proposed bursary increase, the N50 million business grant was discussed in connection with beneficiaries of the conference’s entrepreneurship programme.
The Ibom Ignite Conference brought together young people, entrepreneurs and development stakeholders to discuss innovation, skills and economic opportunities.
The governor further highlighted youth development initiatives including the Dakkada Skills Acquisition Centre, the Ibom Leadership and Entrepreneurial Development Centre, commonly known as Ibom-LED, and newly completed youth development centres across the state. He explained that these facilities were intended to provide practical skills, entrepreneurship training and opportunities for young people seeking alternatives to conventional salaried employment. During the conference, the Chief Executive Officer of Strategy House Limited, Dr Maxwell Ubah, delivered a presentation titled “Change Your Thinking, Change Your Future.” Ubah encouraged participants to develop problem-solving skills, identify business opportunities and adopt attitudes that support innovation and economic productivity. The event also featured contributions from business executives and government officials involved in youth development and investment promotion.
Beyond education and entrepreneurship, Eno discussed his administration’s social welfare programme, particularly the construction of Compassionate Homes for vulnerable residents. He disclosed that more than 500 homes had been constructed across Akwa Ibom’s 31 local government areas and that beneficiaries also received N500,000 business grants to help them establish income-generating activities. The governor described the housing programme as one of the projects he considered personally significant because of its focus on improving conditions for disadvantaged households. He promised that, if re-elected, his administration would build an additional 1,000 Compassionate Homes and provide accompanying business grants across the state’s wards. The proposed housing expansion, like the higher student bursary, remains dependent on future implementation.
The proposed annual bursary increase would provide additional financial assistance to eligible students pursuing tertiary education.
The announcement comes as Nigerian students and families continue to confront the financial demands of higher education, including tuition, accommodation, transportation, textbooks and other essential expenses. For eligible Akwa Ibom students, raising the annual bursary from N50,000 to N200,000 would provide an additional N150,000 each year, while the proposed N250,000 rate for Medicine, Law and Engineering students would represent an additional N200,000. Nevertheless, the actual benefit to recipients would depend on their individual educational costs and the timeliness of disbursements. The government has not disclosed the projected number of beneficiaries under the expanded scheme, the total annual cost or the specific budgetary provisions that would finance the higher payments. These details will be important when assessing the feasibility and sustainability of the proposal.
As of November 2, 2026, Governor Umo Eno’s proposed N200,000 annual bursary for eligible Akwa Ibom students, alongside N250,000 for those studying Medicine, Law and Engineering, remains a conditional pledge tied to his re-election in 2027. The existing annual bursary is N50,000, and students should continue to rely on the currently approved programme until any new rates are formally introduced. The governor has also outlined plans to sustain free basic education, expand youth entrepreneurship programmes and construct additional homes for vulnerable residents. The next significant developments will include the publication of detailed eligibility conditions, budgetary allocations and implementation arrangements if the proposed bursary policy proceeds. For students and families, clarity on those matters will determine when and how the promised financial assistance could become available.
