A Nigerian civil servant, Mr. Ewere Morgan Eseosa, has been convicted for receiving double salaries from two government entities, violating the country’s anti-corruption laws. The Independent Corrupt Practices and Other Related Offences Commission (ICPC) secured the conviction, highlighting the agency’s commitment to promoting integrity in public service.

Eseosa, employed at the University of Benin and Ikpoba Okha Local Government Council, fraudulently collected ₦1,328,255.47 in unearned payments by drawing salaries from both entities without disclosing his dual employment. This act contravened the Corrupt Practices and Other Related Offences Act 2000, leading to his prosecution.

The Edo State High Court, presided over by Justice Williams Aziegbemhin, sentenced Eseosa to one year in prison or a fine of ₦150,000. The court also ordered him to refund the full amount of ₦1,328,255.47 to the federal government through the ICPC Recovery Account. This ruling underscores Nigeria’s efforts to curb financial malfeasance within its public sector.

The ICPC’s conviction of Eseosa demonstrates the agency’s commitment to ensuring accountability among public officials. Plea bargain agreements, like the one in this case, can expedite resolutions while reducing penalties for defendants cooperating with authorities. This approach highlights the complexities of enforcing accountability in Nigeria’s public sector.

This case reflects a broader push to recover illicit funds and deter graft in Nigeria’s public sector. With public trust in institutions remaining fragile, cases like Eseosa’s test the government’s capacity to enforce accountability amid entrenched bureaucratic corruption.
