UK Slams Door on Foreign Graduates With Harsh New Visa Cuts

LONDON (FN) — The British government on Tuesday announced a series of immigration reforms, including stricter English language requirements and a reduction in the post-study visa period for international students.

The changes, part of the Home Office’s new immigration white paper and Plan for Change, aim to establish a “controlled, selective and fair” immigration system, officials said.

Under the new rules, migrants applying through specific legal pathways will be required to pass a Secure English Language Test equivalent to A-level standard in speaking, listening, reading and writing. Tests must be taken through Home Office–approved providers and results will be verified as part of the visa application process.

Home Secretary Shabana Mahmood said the reforms underscore the government’s expectation that migrants integrate into British society and contribute economically.

“This country has always welcomed those who come to this country and contribute,” Mahmood said. “But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life. If you come to this country, you must learn our language and play your part.”

Beginning Jan. 1, 2027, the post-study stay period for international graduates will be reduced from two years to 18 months. The change follows government data indicating many graduates on the current two-year visa are not securing graduate-level employment.

The Immigration Skills Charge (ISC) paid by employers sponsoring foreign workers will also rise by 32%, marking the first increase since its introduction in 2017. Officials said the additional revenue will fund training programs for British workers to reduce dependency on overseas labor.

Other key changes include:

  • From the 2025–26 academic year, international students must show greater financial capacity to support themselves during their studies.
  • The High Potential Individual (HPI) visa route will expand to include graduates from the world’s top 100 universities, with the annual cap rising to 8,000 applicants.
  • Updates to the Global Talent route will make it easier for leading researchers and creatives to work in the UK.

In a related move, the Home Office said citizens of Botswana will now require visas to enter the UK, including for short visits. The rule takes effect immediately from 3 p.m. Tuesday, following a reported increase in asylum claims by Botswana nationals entering as visitors.

Officials said additional reforms concerning asylum processing and border security would be announced in the coming months.
